Agencies Supported: US Navy, OSD/JAIC, US Army, DOD/DMA, FDIC, NOAA, and Intelligence Community.

Representative Engagement: Supported three concurrent initiatives for Navy clients, requiring  identification and engagement of a more than twenty strategic “Bid as Key” IT Infrastructure leaders  and functional experts with specific Navy knowledge and capability. Successfully engaged Program  & Project Managers, Financial Systems and Budgeting Sr. Analysts, Cyber Security SME, Systems Architect, and several senior level staff with detailed knowledge of Navy ship construction protocols. Most resources required active Secret clearance.


Technical Solutions

Agencies Supported: US Cyber Command, US Army, US Navy, OSD/JAIC, DOD/DMA. FDA, FDIC, NOAA and Intelligence Community.


Representative Engagement: Assisted the prime contractor responsible for maintaining staff levels in support of multiple cybersecurity and IT Infrastructure projects under management for the US Army. Provided a wide array of technical resources including cyber security professionals, systems engineers, developers and architects during an 18-month engagement. Provided over 20 qualified candidates for review per week by the team, across multiple domains, resulting in vastly improved hiring performance and greater realized contract revenue. Most resources required active Secret or Top Secret clearances.


Budget & Financial Management

 Agencies Supported: OSD/JAIC, US Air Force, US Navy, NOAA


Representative Engagement: Supported the prime contractor responsible for a new Command (Joint Artificial Intelligence Command – JAIC) under OSD. Deliver experienced resources with knowledge of DOD/OSD financial management and budgeting regulations to deliver operational and financial/ budget oversight to the Command. All resources were cleared to Secret or Top Secret levels.


Human Capital Solutions

Agencies supported: NOAA, DOD DMA, OSD/JAIC, State Department, US Navy.

Representative Engagement: Engaged by the prime contractor as a named sub-contractor with specific competency in technical recruiting and resource management, for a $2.1B BPA RFP. The contract is under the Office of the CIO for NOAA, and will be responsible for all aspects of IT Infrastructure within the remit of the CIO. The BPA engagement relates to all aspects of IT under the Office of the CIO, from IT support through scientific and super-computing. @Orchard is to provide a Staffing Center of Excellence (CoE) under the PMO Office. The CoE delivers rapid-turn staffing support for all open roles, where the program team has staff gaps, thereby enabling the engagement to remain fully staffed and fit for purpose.
