@Orchard Science Advisory Board for Fisheries and Oceans

We provide NOAA and our teaming partners with access and insights to mission relevant scientific and technological advancements. The board, Chaired by Dr. Rusty Brainard, consists of a diverse and interdisciplinary array of distinguished scientists and former NOAA science leaders. Their focus is threefold: evolving ocean technologies, socio-ecological systems that inform sustainable conservation and managing our coastal and ocean ecosystems.

Michael P Sissenwine Ph.D.

Dr. Michael P. Sissenwine is an oceanographer with a distinguished career conducting research on dynamics of marine ecosystems and assessment of marine fisheries and leading science efforts at NOAA Fisheries to achieve sustainable fisheries management.

Burton Jones Ph.D 

Prof. Burt Jones is a biological oceanographer whose core research interest is developing and using innovative technologies to explore the coupling of physical and biological processes in the ocean leading to the elemental fluxes through the marine ecosystem.  

Janna Shackeroff  Theisen,


Prof. Janna Shackeroff Theisen is a coastal practitioner and interdisciplinary scientist specializing in forging more peopled approaches to ecosystem-based management of our coasts and oceans. 

Mark Eakin Ph.D.

Dr. Mark Eakin is an internationally renowned biological oceanographer with a distinguished career at NOAA leading research to forecast coral bleaching and other threats using satellite data and climate models.

Gina Green Ph.D.

Prof. Gina Green is a specialist in biodiversity, climate change, forestry, and agriculture with over 35 years of experience designing, implementing, and evaluating initiatives to protect and manage marine and terrestrial resources in Latin and North America, Caribbean, Asia, and the Pacific.

Our Team

Tiffany Nguyen Eastman

Founder & CEO

Tiffany has dedicated the past 20 years to building a proven recruiting methodology that focuses on team function and impact. Since founding @Orchard in 2010, the business quickly grew into a trusted source of talent and strategy in both public and private sectors. She is an experienced Talent Manager Executive with leadership in recruiting and retention, people management and mentorship, career development, and employee benefits and wellness administration. She takes great pride in her team, many of whom have been with @Orchard from the beginning.

Tiffany knows from personal experience how much the health and sustainability of our coastal waters impacts businesses, communities, and families. Supporting NOAA and organizations such as the American Fisheries Societies provides an opportunity to positively impact and protect maritime environments that support communities and businesses across the country – the same opportunity that enabled Ms. Eastman and her family to build a good life in Texas.

She has a BBA from The University of Texas and loves everything about the Longhorns. Tiffany enjoys spoiling her 10 nieces and nephews and skiing with her husband, family, and friends. She regularly donates her time to provide career consulting to people in need.

Simon Evans


Simon is responsible for leading all business development activities. Simon has more than 25 years of human capital management professional experience with a strong focus on thought leadership within recruiting and talent management. Simon joined @Orchard in 2012 and has led many successful growth activities for the company including new client acquisition, expansion into new markets, and the implementation of new solutions. Simon holds a bachelor’s degree in history and politics with honors from the University of Warwick in the UK. He is also a human capital strategist, certified by the Human Capital Institute (HCI) and a certified performance-based hiring trainer. Simon has held executive leadership positions at major consulting and financial services organizations with responsibility for talent acquisition on a global scale. As a human capital strategist for a global consulting firm, Simon worked with State and Federal agencies to improve their human capital capabilities.

Outside the office, Simon enjoys time with his family, and stays active through soccer, hiking and kayaking. He also enjoys the natural beauty around his Cape Cod, Massachusetts, home where he is active in the local community.

Rusty Brainard

David Doherty

Chief Growth Officer

David is responsible for company’s strategic growth.  He is a government services industry expert with thirty years of experience in U.S. defense, civilian and commercial markets. Prior to joining @Orchard, he was the CEO of Strategic Acquisition Consulting, and has held senior leadership positions in business development and finance at several large and midsized government contractors including ECS, TechFlow, DynCorp International, Raytheon, Serco, BearingPoint, and SAIC.

David was raised in Wisconsin and still considers the state home. He is a proud shareholder of the Green Bay Packers.  David lives in Vienna, VA with his two children and rescue beagle. In his free time, David coaches’ youth sports and enjoys skiing. David has a BA in Philosophy and is currently pursuing a Master of Science in Sports Leadership at the University of Wisconsin.

Rusty Brainard

Vice President of Oceans and Fisheries Sciences

Rusty is an oceanographer/marine scientist that has spent the past 4 decades leading applied research and monitoring on various aspects of marine ecosystems, oceanography, fisheries, biodiversity, and climate change. Rusty served the National Oceanic & Atmospheric Administration (NOAA) for more than 38 years, including 21 years as a NOAA Corps officer and 17 years as founding Chief of the Coral Reef Ecosystem Division at the Pacific Islands Fisheries Science Center, leading an interdisciplinary team in conducting habitat mapping, assessment/monitoring, and applied research and modeling to support ecosystem-based management and conservation of coral reefs across the Pacific Islands Region. Rusty received his B.S. in marine science from Texas A&M; M.S. in oceanography and Ph.D. in physical oceanography from the U.S. Naval Postgraduate School.

Amy Gordy

Principal Program Manager

Amy has more than 15 years of full life cycle project management and recruiting leadership experience. She is responsible for key account management, including staff management, career development, and quality assurance. Her background spans a variety of industries, including scientific, professional services, information technology, financial services, marketing, engineering, pharmaceutical, federal, and legal. Joining @Orchard as the first employee, Amy served the company in many roles prior to her current position. She holds a master’s degree in counseling from the University of South Alabama and a bachelor’s degree in psychology from the University of Southern Mississippi. Amy is passionate about client management, relationship building, matching the right candidate with the right opportunity, and delivering high quality, ethical recruiting for both candidates and clients.

Outside the office, Amy enjoys going to the beach and spending time with her husband, two children, and her dogs.


Nimal Arumugam


Nimal spent the past decade in the trenches of recruiting across multiple industries. His early recruiting career was spent in support of telecommunication, financial services, and information technology sectors. Before joining @Orchard, Nimal had a diverse background including leading a team with deep sourcing capabilities, recruiter performance analytics, and overall revenue reporting to stakeholders. Since joining @Orchard, he leads the sourcing team and handles Managed Service Providers for the firm. He is passionate about sourcing and driving the team toward effective outreach techniques.

Outside the office, Nimal enjoys spending time with his family and cheering for the Kansas City Chiefs.

Mariah Phillips-Savory

Mariah Phillips-Savory


Mariah’s passion for recruiting started nearly 20 years ago. She started by working for a small staffing agency, and with the experience and knowledge she gained during that time, she moved into the Federal and Intelligence Community supporting a number of government contractors in the cleared space. Since joining @Orchard, she has also supported a number of non-government clients to include Big 4, as well as a number of consulting firms. In addition to Full Lifecycle Recruiting, Mariah is responsible for managing multiple clients and a team of Recruiters.

In her spare time, Mariah enjoys spending time with her daughter, two stepsons, her husband, and their dog.
